VP Inonge Wina's visit to self-imposed Mwene Mutondo is a deliberate violation of long established customs - Barotse Activist Munyinda

Barotseland Activist, Munyinda Munukayumbwa, has accused Zambia’s Vice President Inonge Wina and her government of deliberately disregarding long established customs of the Kingdom of Barotseland, thereby causing instability and open rebellion by some chiefs in the region.

Munyinda has warned that, by visiting a rebellious and self-imposed Mwene Motondo of Kaoma and allowing Zambia’s national broadcaster, ZNBC, to refer to him not only as Mwene Mutondo but also as ‘Senior Chief’ of Kaoma District, the Vice President was deliberately violating long established customary norms and that her visit was tantamount to an official recognition of Webster Mulubisha as Mwene Mutondo when, in fact, the Barotse Royal Establishment and the Litunga had neither installed or recognized him as such.

“Sadly, the visitation of the Vice President Inonge Wina, who should know better that the only person who installs Chiefs in Barotseland is the Litunga of Barotseland, entails that the Government of Zambia has, in fact, already recognized the self imposed Chief Webster Mulubisha as the legitimate Chief, Mwene Mutondo, of Kaoma area.”

What is even worse, Munyinda writes, is that ZNBC, in their report, referred to Mulubisha as the Senior Chief of Kaoma District, when in fact, ZNBC, as the national public broadcaster, should have known that the only Senior Chief in Kaoma District is HRH Chief Amukena Isiteketo, while the Mwene Mutondo title, which Mulubisha has usurped, is that of a mere area Chief!

Munyinda has since called for the retraction of the misleading ZNBC news report and an official apology from not only the Vice President but also the ruling Patriotic Front party, failure to which Her Honor’s visit could well easily be interpreted as an official recognition of the rebel chief by the Zambian government!

He has further accused that the heavily publicized visitation of the Vice President Inonge Wina to the BRE rejected Chief must be a clear sign that the discord and confusion currently happening in Barotseland is actually sponsored by the government of Zambia.

"It would also be logical to conclude," Munyinda further states, "that the insubordination currently shown to His Majesty the Litunga by the likes of dethroned Mwenechengele, Josia Mubukwanu, is equally the handwork of the Zambian State and its agents. In fact, the rate at which the apparent discord and rebellion is taking place in Barotseland would make one conclude that it is all sponsored by the Zambian government with intent to destabilize the once stable and solid Barotse governance structures!"

ZAMBIA’S VICE PRESIDENT VISITS SELF IMPOSED MWENE MUTONDO CONTRARY TO CUSTOMARY PROCEDURE

Zambia's Vice President, Mrs Inonge Mutukwa Wina, on Tuesday this week paid an official courtesy call on illegal and self imposed Chief, Webster Mulubisha.

This was despite Mrs Wina knowing full well that Webster Mulubisha was not installed by the Litunga and the Barotse Royal Establishment (BRE) as Mwene Motondo.

Her honor’s visit to the impostor Mwene Mutondo comes in the wake of recent controversy surrounding his unrecognized ascendancy to the Mwene Motondo Chieftaincy.

Webster Mulubisha is an illegal Chief who has neither been installed nor recognized by the Litunga, King of Barotseland, Lubosi Imwiko II, who must install and recognize every chiefly officer in the Western Province of Zambia or Barotseland!

The Vice President’s visit was fully reported by Zambia’s national public broadcaster, ZNBC, through its main 07:00 hours bulletin news on Thursday, 14th November 2018, in which report Webster Mulubisha was referred to as Senior Chief of Kaoma district, a fact that is misleading as Kaoma District already has a Senior Chief, HRH Amukena!

According to long standing tradition, it has been the legal norm that all Chiefs in the territory must be installed and recognized by the Litunga of Barotseland, without which, the Zambian state and the President of Zambia would not recognize the Chief, and therefore, any official government visitation to the said imposed Mwene Mutondo is to be deemed not only illegal but also an insult to the office of Litunga.

Accordingly, the Litunga and the BRE must deserve an apology from not only the Vice President but also the entire Patriotic Front (PF) leadership. The Litunga deserves respect, and anyone trying to abrogate tradition and norms of the Kingdom of Barotseland will seriously be considered an enemy of the people of Barotseland.

As far as things stand today, the Litunga and the BRE have not recognized and installed Mwene Mutondo in the name of Webster Mulubisha, the very person the Vice President has decided to visit in her official capacity. This is a shame deserving and needing a convincing explanation from Mrs Wina as her visit could well easily be interpreted as an official recognition of the rebel chief by the Zambian government!

What is worse is that ZNBC, in their report, referred to Mulubisha as the Senior Chief of Kaoma District, when in fact, ZNBC, as the national public broadcaster, should know that the only Senior Chief in Kaoma District is HRH Chief Amukena Isiteketo, while the Mwene Mutondo title, which Mulubisha has usurped, is that of a mere area Chief!

The news from ZNBC was, therefore, not only false but also misleading and we can only wonder whether this was done with deliberate intent to undermine the authority of the Litunga and his Kuta. A retraction of this misleading news must be required from ZNBC!

Sadly, the visitation of the Vice President Inonge Wina, who should know better that the only person who installs Chiefs in Barotseland is the Litunga of Barotseland, entails that the Government of Zambia has, in fact, already recognized the self imposed Chief Webster Mulubisha as the legitimate Chief, Mwene Mutondo, of Kaoma area. This would clearly show that the Litunga and the BRE are actually fighting losing battles with the Zambian government.

The Royal establishment should, therefore, better open their ears and eyes to see these continued Lusaka government machinations!

In the first place, Zambia managed to bring discord and tensions in between the Litunga and his people, so much that today we, the people, are not accorded any chance to visit our King. When we try to, we either get arrested or the Lusaka government will tell the Kuta that we wish to harm the Litunga. All answers come with the word "Kubahami shaa"

In spite of all this, we the people shall never relent or allow our King to be disgraced in this manner! We shall protect the Office of the Litunga until Zambia knows that we, the people of Barotseland, are forever one with our King!

As for the BRE and the Litunga, Lubosi Imwiko II, we wish to say that this is your opportunity to restore sanity in Barotseland! It is time for you to end this enslaving friendship you have with the Zambian government, and come back to your people who truly and genuinely love you. The Zambian government cannot love and protect you more than your own loyal sons and daughters! All the government promises are fake, superficial, and are intended to put you perpetually under siege!

This is the best time for our King, Lubosi Imwiko II, to exercise his majestic power and authority to preserve our country Barotseland.

It is time for the Litunga and the BRE to ditch the ill-intentioned, government promised, but never happening, dialogue on the defunct Barotseland Agreement 1964.

The Zambian government is merely playing you!

They have you besieged to the extent that you can now not come out until you go back to your people. Our Litunga and the BRE should not go for this sham of a dialogue with the same people fueling tension and rebellion against my King, Lubosi Imwiko II.

Your Majesty, I feel some of your Induna have actually failed to protect and defend your authority! And now you remain without a substantive Ngambela after the untimely resignation of Nyambe Mwenda!

May His Majesty quickly appoint for a himself a courageous, knowledgeable and nationalistic Ngambela to fill the vacancy and not a cowardly stooge who will not protect or advise my King appropriately!
